Library Book Opt-Out Information

North Carolina General Statute § 115C-98.1, enacted through Session Law 2025-84 (House Bill 805), requires school districts to provide ongoing public access to a searchable catalog of library books available at each school. The law also allows parents/guardians to identify specific library books that may not be borrowed by their child.

Parent/Guardian Responsibilities

  • Parents/guardians are responsible for reviewing available school and classroom library catalogs and identifying specific titles they do not want their child to borrow.
  • Restrictions apply only to the specific titles identified by the parent/guardian. All other library materials remain available to the student.
  • Requesting a restriction does not remove a title from the school or classroom library collection. It only prevents the identified student from borrowing the specific title.

Classroom Library Opt-Out Information

Classroom libraries are curated by individual teachers and may differ by class. Parents/guardians are encouraged to review available book lists before completing this process.

Book lists can be accessed by:

Steps to Opt Out of Classroom Library Titles:

  1. Review your child’s classroom library list.

  2. Identify the specific titles you do not want your child to access.

  3. Complete the HCS Parent/Guardian Classroom Library Book Opt-Out Form. Be sure to include the teacher’s name and the exact titles to be restricted.

  4. Submit the form. Restrictions will apply only to the specific titles identified for that teacher’s classroom library. An email confirmation will be sent to the parent/guardian and the school principal. The principal will communicate the restriction to the appropriate teacher.

School Library Opt-Out Information

Parents/guardians may also restrict access to titles in the school library. Through the Additional User account in Destiny, parents/guardians can view the school library catalog, review their child’s current and previous checkouts, and identify specific titles their child is not permitted to borrow.

Steps to Opt Out of School Library Titles:

  1. Access the Destiny Login for Parent/Guardian Contact to connect to your child's account. The email used to log in must be associated with your child's parent/guardian information in Infinite Campus.

  2. Review Library Activity - View your child's current checkouts and checkout history.

  3. Search for Titles to Restrict - Search the school library catalog for the specific title you do not want your child to borrow.

  4. Restrict the Title - Select the three dots next to the book title and choose the option to restrict the title.

  5. Once restricted, your child will not be able to check out the selected title. The restriction applies only to your child and does not remove the title from the school library collection.

Note: Anderson Creek Primary’s library is managed through the public library system rather than the Harnett County Schools Destiny library management system. Therefore, the district’s Destiny school library book restriction process does not apply at Anderson Creek Primary.

Parents/guardians who wish to formally challenge a book or other material available in a school or classroom library may complete the form below and submit it to the Harnett County Board of Education to initiate the district’s formal reconsideration and review process.
