HCS Welcomes New Assistant Superintendent of Financial Services

We began the new fiscal year welcoming Mr. Andrew Cox, the new Assistant Superintendent of Financial Services for Harnett County Schools.

Andrew Cox began his career in public service with the US Department of Navy, serving as budget analyst at US Joint Forces Command. During his time with the

Navy, he also served at the Pentagon supporting various budget submissions.

Cox started his career in education finance with the N.C. Department of Public

Instruction (DPI) serving in multiple capacities that culminated in his assignment as

Section Chief for School Financial Reporting. As Section Chief, he oversaw the

accounting, consulting, collection, and reporting of financial data on nearly $12

billion in expenditures, data on more than 1.5 million students and all reconciliations

for the State Public School Fund and federal grants to North Carolina.

Cox then went on to serve as Chief Financial Officer for Elizabeth City-Pasquotank

Public Schools before returning to DPI as its budget manager overseeing all funding

streams that flow through DPI to local education agencies. In that capacity, he

implemented efficiencies and improvements in the budgeting and allotment

processes, and he maintained the funding system for the calculation and equitable

distribution of state and federal allotments and grants to local education agencies

and other public school units.

After his second stint at DPI, Cox served as the Moore County Schools Executive Officer for Budget and Finance. Andrew is a Certified School Business Director and holds a Bachelor of Arts in Multidisciplinary Studies: Business Organization and Communication from North Carolina State University and a M.B.A. from East Carolina University.
